Provide some helper functions for

• reading into Vec, Bytes or other container
• writing IoSlices
• Initializing [MaybeUninit<IoSlice<'_>>]
• ReusableIoSlices to reuse a Vec of IoSlice<'_> without worrying about lifetime.
