pub fn encode(args: &[ColumnarValue]) -> Result<ColumnarValue>

Encodes the given data, accepts Binary, LargeBinary, Utf8 or LargeUtf8 and returns a ColumnarValue. Second argument is the encoding to use. Standard encodings are base64 and hex.
