Determine whether the CPU has LASX (LOONGARCH SIMD) features.

This always returns false on CPUs that aren’t using LOONGARCH instruction sets.

\returns SDL_TRUE if the CPU has LOONGARCH LASX features or SDL_FALSE if not.
