Macro snarkvm_utilities::handle_halting

macro_rules! handle_halting {
    ($e:expr) => { ... };
}

This purpose of this macro is to catch the instances of halting without producing logs looking like unexpected panics. It prints to stderr using the format: “Halted at : ”.
