The clock against which to compare the timestamp.
timeout: Timestamp
The absolute or relative timestamp.
precision: Timestamp
The amount of time that the implementation may wait additionally to coalesce with other events.
flags: Subclockflags
Flags specifying whether the timeout is absolute or relative
