A single frame of data within a block.

There may be a single frame or multiple frames within a “Block” or “SimpleBlock”. If only one frame is present, “BlockLacing” must be None. If more than one frame is present, “BlockLacing” must be one of: Xiph, Ebml, FixedSize.
